SD stripers?

I had the pleasure going on a hike with about 300 of my closest friends through Pendleton last week and we skirted the river that goes through base and connect to the ocean. Near the mouth there were some big mullet schooling and what was clearly a striped bass hanging on the outside of their little pod. The mullet were 14" plus and the striper was only a couple inches bigger if that.

I know they migrate down this way or maybe stay local year round and we hardly see them, but do they spawn down here too? I need to check the base regs but I think cast master or LC might do the trick in there.

Over the years I have seen many different sizes of stripers caught locally. Especially this year from TP area. Makes me think there may be a breeding population, but no actual facts involved in that thought.

Pretty sure an LC would work. Hell, from the pictures of lures I've seen, almost anything would work at some point.

Lots of reports from another site where the angler(s) were using an LC or Salt Minnow to get there stripers. Heck, even one report where one was caught on a nickle sized sand crab.
